You can't access administrative tools on XP home edition, I think.
ORLY.
In my opinion, Home is just as powerful as Pro... except a majority of the hidden features seem to be either dormant or switched off.

Note the "I think" on the end. 
I think the option I was thinking about was the group policy editor.. I can't remember.
And I don't care, I got Win7. And I like it!

The only think lacking in XP Home is Group Policy's.
