I've seen this on another community I regulary go on.
It is a chatbox that people who are signed in can use, every post older than 12 hours is deleted. I think this could be used to encourage some community members to be more active.

we have an irc channel (which is much better than a chatbox)

IRC is... well... odd? I don't like it much and if feels clunky-ish.

The amount of clunk depends on the client your using, mine looks like this; I'm sure others have much sexier clients tho

IRC is a lot better of an option, if you want a shoutbox type thing open the mibbit web client linked at the top it should fit your easy use needs
But no, shoutboxes look nasty and unprofessional and distract from the actual content of forums, you don't visit a forum for live chat and if you want people to know something you make a post

Actually if it showed online users, it was perfect. It has a dedicated app on iOS though

I see you are new to irc.
Here are your options:
Get a decent client, one that shows a user list
Use the /who command
