MC BlockLog to more players?

I was thinking, I often hear of people on the MC server experiencing greifing and don't get to see an admin/mod for a while. Could we perhaps make it so that a lower permission class could use blocklog, and then post a ban request with a screenshot of it?
As long as /kick and /ban, /, etc. are seperated, there's no way it could be abused, is there?

People could abuse it by spamming the command, locking up the MySQL connection to delay or break LogBlock tracking.
I could modify the plugin to have a cooldown or somth like that, but theres no point when Bukkit is "right around the corner".
