Should I get TF2?

I'm debating on whether I should get TF2 or not and helping out on the Aprilon server there (I mean I definitely would if I had the game).
and
Do I HAVE TO have STEAM to be able to play it???
Because steam runs so slowly on my computer and if minecraft and steam are both open. Yeah, its not good ahah.

So we have tons of soft targets to practice shooting at! That's the only way I can rationalize the massive con we've been dealt by VALVe.
