That happens for me but not for my friend for some weird reason..
anyone knows an easy way to disable this stupidity?
i wanna see people explode into bits with blood and gore instead of just seeing them turn into some random cog or hamburger ._.
i don't think i'm the only one finding this really annoying and unreal... MORE GORE

All you can really do is email steam support and say that for some reason you have a censored version when you don't live in a country that requires the content lock i.e germany they might be able to help you with a way or reset the steam servers to serve you a blood filled version

If this happens to you on all servers, yeah, contact Steam support.

I bought the censored version (yeah, it was 6€ cheaper, I'm a scrooge) and contacted Steam support about how to remove it. This was their answer:
It worked for me at least. Remember to restart steam!

Hello Richard,
Thank you for contacting Steam Support.
Please exit Steam and go to the folder called C:\Program Files\Steam\ (this is the
default location for a Steam installation - if you set a different installation
directory, you will need to browse to it).
Delete all of the files in this folder except:
The Steamapps folder and Steam.exe (this file is listed as an application and
features the black and white Steam logo)
Restart your computer.
Then, you will need to launch Steam.exe from within the Steam installation folder,
and not from a pre-existing shortcut.
With Steam running, re-test the original issue.
Note: This process will not affect your currently installed games.
It worked for me at least. Remember to restart steam!

That's a feature in some locales, I know that the German version has the blood removed and replaced with junk.

So called "low-violence" content. Enforced for some countries (like mine ;_;) or optional with the -lv startup parameter.
