Almost. It's for people who didnt use Drunken Fool's third party program to simulate them idling in a server, without ever having to actually idle in an actual server, if that makes any sense. You just opened the .exe and a dos prompt popped up, and you never even had to open the actual game. That program connected to a server though.

I used that program, therefore I never got the cheaters lament

:3 actually the halo was given to the people who didn't use the third party idling program.

You can idle in-game and you still got one ^.^

so erm yeah. i've played about 150hours in the past few months (after the item drop changes) and i've been eagerly waiting for enough metal to craft a spy hat!!
