Operation: Get the CP server running!

Hey guys, I've been seeing the CP server in my favourites lately... But the problem is (As you probably already know!) Is that there's never anyone on it!!! :O It seems like a bit of a waste of money having a server that no-one's using;

So my question is: Has anyone got any idea's of how to get it to a standard that the PL server is at?
