It's called Chatroulette, and it's basicly a global webcam chat site. You just connect with your webcam and you'll be connected to a random stranger. It's very funny and it's a surprise each time, who you'll see on the other end
Note: unfortunately there are also a lot of men that do what men do in front of their webcam
