Changelog for Team Fortress 2 (Payload #1) changes on 31st of January 2010:
* Added Equipment Manager (latest version 1.1.7). Shouldn't be randomly crashing anymore.
* Added recent contest hats in slot 3. Use the class in the hatname if you want it to be aligned correctly to your class.
* Server administrators now has purple coloured level 100 weapons. It's possible to disable this on a per user basis.
* VIPs now has dark green coloured level 100 weapons. It's possible to disable this on a per user basis.
* Fixed the issues with fall damage. It's now working again. It should also be better optimized.
* Disabled heavy's 50% faster movement as SDKHooks didn't want to compile with it. Lets say this is permanent. I don't want to fix this.
* Changed advertisement interval from 30 (which was default) to 75. Hopefully the ads should be less annoying to non-VIPs now.
* Rewrote the advertisement lines. Should be more clear and hopefully explain better as to why they should donate.
* Admins can now scramble and override the donator immunity. This means that donators will not be immune to this scramble command.
* Fixed advertisement plugin. It will no longer display any kind of advertisement to donators.
Notes:
* Coloured weapons are not applied to medic weapons. This is due to an issue where touching the health/refill in spawn will reset the ubercharge.
* Weapons in a way are given to you (again) when touching the health/refill in spawn. As such, it'll change to the primary weapon, but you'll have the time to change it back and hopefully you won't be bothered and think that the colours are worth it!
* These changes has only been applied to BW/GR #1 as BW/GR #2 and CP Rotation will be going offline soon.
* SDKHooks is something almost equivalent to Dukehacks. Dukehacks doesn't have officially working gamedata offsets yet, so migrating to the SDKHooks extension was a better idea.
Also, since the SDKHooks extension wasn't already on BW/GR #1, the new superclasses plugin haven't been loaded yet (so for now it's still using the old version). It'll work on next server restart which is likely to be tomorrow morning.

Later tomorrow or next week, I'll be implementing a series of custom achievements.
I've already tested some of it, I'm not sure if it's absolutely fully working, but we'll see when more players use it.

Look, I already got this achievements!

Awesome work Karl, with the new scramble is it a different menu or does it just use the new scramble if a scramble is forced through the existing options?

It's not in the menu. Use sm_adminscramble.
