I have seen people with epic badges...
How do you get them?

By donating to the tf2 aswell as the gmod server like you alredy have done

Way to be assuming there, Ocfos :P
It's not entirely true, I give them to nonvips too if they're extra cool but they don't get the vip features. I also give the girltag to girls :)
