If it is at all possible, that when you log in to server and the rules are displayed that there is a time delay before being allowed to click the checkbox next to 'I have read and accept the rules.', perhaps then people might actually read the rules instead of going straight for the checkbox.

Good suggestion, I'll take a look at that this weekend. I'll probably have to occupy the server for a few hours to fix things (now I mean really fix things).
