could we have a day of adding 1/2 KOTH maps into the rotation to mix things up a little and because i wanna try them out without the crappy plugins everyone else has

I'd be up for anything as a quick diversion from the payload maps, variety is the spice of life .

The only good ones are goldrush and badwater (in my opinion).

We should add a Control Point map or ctf map every once in a while. Is it possible for us to call a vote for a map? Like RTV? but you can hand select the specific maps. or will this break the rotation and mess stuff up?

It'll definately mess things up. It's a payload server, not a cp/ctf server. We'll just be laughed at.

as admin if I call a vote to switch from hoodoo to bad water does that mess up the cycle? Is this alright to do every once in a while?

It wouldn't mess up the mapcycle, and I don't mind if you sometimes call a vote. I imagine votes do pretty expensive while loops from my understanding?

There was one plugin, possibly part of rtv, where you choose a map then RTV for it so it's one of the choices you can vote for (if rtv is successful)
