Why exactly would you want to get rid of the weather, you have weather outside :P

Then go on single player, and install single player commands. The server is for everyone.

If there is an admin on it just gets turned off anyway? I don't know anybody that likes it.

Rain does actually have some useful effects, such as irrigating farmland if I remember correctly.

Also without the snowfall there would be no snow covering the ground in the snow areas once somebody dug it up :P
