"Lobby"?

So I opened the world view, only to find that there is a section called "Lobby" with some struture. What is it and how do I get there?

This was a test for multiverse. There is no way for non-admins to get there.
All it is is a small duplicate of spawn, and you can't move past the borders shown there.
