I was just wondering...

What is the name of the plugin that is used on your TF2 server that essentially prevents 1 spamming? It says "Think carefully about your choice" And then theres 4, 6, 2, 7 etc as the choices instead of the bog-standard 1, 2, 3, 4 etc.
