Garry's Mod Rules Screen/MOTD bug

I have a confirmed report from Happygopuckey that the rules screen does not always appear when joining the server. Obviously this means that for some players that they also may not see the rules screen and take it upon them assuming that they can do whatever the hell they want.

All I can give you as of now is that the first time I joined the server, (in fact the first time on gmod MP) I wasn't shown any MOTD/rule screen, and I never automatically said "I have read and agree to the rules". It only happened once.

This is the all the information I can give you, since the MOTD doesn't appear for admins such as myself by default.

It only happened once, so is it that big of a deal?

Sure it is. It happened once for you and if it happens once for every new player that joins our server, it IS a big deal. We want our players to read and accept the rules once they join.
