Updates to Sandbox 22/04/2011

Changes on the Sandbox server as of 22/04/2011:

- Added 'special' playertag with orange colour similar to admins' red colour.
- Added '!explode', imported from AS4 (admins only).
- Added '!rocket', imported from AS4 (admins only).
- Added '!getwep' and '!givewep', imported from AS4 (admins only).
- Added rope throttling (one rope allowed per 0.4sec for now).
- Added blocks for roping on ragdolls to prevent lag. Admins bypass this.
- Fixed wiremod up-to-date checking.
- Fixed chatbox not drawing what you're typing.
- Revamped the F2-window for donation information a little.
