TF2 Payload experiment

I'll be experimenting with some stuff within this week or weekend.

Game balance:
- Valve stock balancer
- New votescramble

Chat plugin:
- Players with the tag will have their tag in white to highlight it a little (whenever they talk in the chat).
Currently it only works for VIPs, but I already have an untested version ready for non-VIPs too
(thanks to LifeTimeBLOOD for helping me with functions )
