Weird scramble

Sometimes when it initiates a votescramble after a round, it scrambles by itself, before the vote is up, then people vote for the scramble, and it scrambles the players back to how it was before the first automated scramble.
If that makes any sense. I said sometimes, but I'm pretty sure it happens all the time a votescramble after a round is initiated.
