Anti-Noclip Whitelist

Anti noclip is extremely abusable. Players will prop block the spawn and then anti noclip the stuff to kill them or take there weapons. A simple idea to reduce the abusage would be to allow admins to whitelist players for this tool. /whitelist jdog anti-noclip /blacklist jdog anti-noclip

Players will also anti noclip a prop and then fly around "tagging other players" having the same effects that prop blocking the spawn does. Possibly making props nocollide with players when they are picked up?

This would be really great, since I am tired of kicking/slaying people for abusing Anti-noclip

Or to make it more simple, only allow donators to use the tool.
I'll most likely within the next 4 days or so be working on expanding the donator package for GMod donators. This'll most likely include a lot of changes to GMod S1 (Flood).
