+ Added whitelist for Team Fortress 2

I've finally added the long expected whitelist to the Team Fortress 2 server!
Now you can use your skins to make medics look stupid (or whatever).
Big thanks to Cypherous for doing it all; covering potential exploits and securing the whitelist so that custom skins will be possible, as well as preventing cheating by replacing mapmaterials.
If something isn't working properly, please let us know!
Feel free to use this thread to tip people about skins that they may like.

Many thanks Karl for getting this done and i look forward to pew pewing with my custom rifle
